Hi Sandra,
Yes. You can use whole wheat flour. Start with 3 1/2 cups and see if that gives you the playdough consistency needed. You can always add to, but can’t take out. If it doesn’t, then add a 1/4 of a cup at a time until the desired consistency. I hope your dog loves them as much as mine do.
