Hi Cheryl,
Yes. All purpose flour works for this recipe. I use other flours to add nutritional value to the treats. However, the all purpose does work.

Made these for my shihtzus (sans cinnamon as I don’t have them on hand) using the smallest muffin pan. I gave them one each and they enjoyed it very much – still wanting more. Thank you for posting this recipe.
